A 4×4 board has 16 cells. To build a tile of 2n you need the full descending chain below it on the board, so the largest chain that fits caps the maximum tile at 131,072 - And even that requires several lucky 4-spawns instead of 2-spawns at precisely the right moments. Summing the points from every merge along that perfect path gives the score ceiling of about 3.93 million points.
